Yeah, Loki's an extremely complex villain/erstwhile anti-hero. I usually don't like a story unless the villains are as well developed as the heros. Just saw the trailer for the Dark Knight Rises, and yes, he looks legit.
Loki has easily been the best Marvel villian the last few years. I Bet Bane From "Dark Knight Rises" is going to take ultimate bad guy this year though.
Lol, there was one bit with Loki...when he was terrorizing those poor helpless tourists in Germany...I swear, he must've said every word in his lines backwards because none of it made any sense.

Blue Exorcist (Similar to my commentary on FMAB; maybe a bit less romance but both have likeable characters)
Claymore (many strong-willed, likeable female characters; the action is awesome,but the romantic subplot seems a little forced, personally)
Death Note (Strong-willed, likable male main characters, genius vs. genius battle. Romance is largely one-sided and battles are more mental than physical, but the plot is stunning and parts both intense and humorous.
C:Control (More philosophy-orientated as to present vs. future, little but touching romance, some pretty awesome fight scenes)
Shiki (vampire/zombie anime; presents conflict in a realistic light. The romance is tragic, and it is also more philosophy-oriented as to vampires vs. humans. Much gore in the last few episodes)
Madoka Magica (Sounds cute, right? It's not a remake of Sailor Moon, trust me. I won't say anything beyond that, but know that the plot is stunning and you should watch it for the emotional experience)

I would suggest FullMetal Alchemist and FullMetal Alchemist Brotherhood. It has everything you are looking for and more.
If you are up for a long series, then go for One Piece. Its fun, exciting and doesn't have any females that go 'Kurosaki-kun' about 50 times during a fight. It doesn't have romance though.

These I highly recommend and have little or no 'filler' episodes.
Code Geass R1 and R2 (Lots of action, subplot of romance, ending really makes the anime)
